Dear shareholders, customers, partners and employees,

2022 is a winning year for JSTI to persevere on the ground of high-quality development and achieve growth against the trend.

Due to global inflation, supply chain shortages, Ukraine crisis and other issues, the political and economic situation are severe and complex, the domestic engineering consulting industry has encountered more difficulties and challenges than ever before for the superposition of unexpected factors such as industrial transformation and upgrading, economic slowdown, and declining demand. In this context, all JSTI people gather together, remaining focus, energetic and self-improving, which not only had achieved outstanding business performance, but also had gained high evaluation and recognition from customers.We keep cultivating on our goals regardless of the matter of situations, Behind the scene of remarkable achievements it is the hard work and dedication of more than 8,000 strivers around the world for a whole year.

Looking back on 2022, we see that the strategic deployment and implementation of JSTI has

been fruitful.

The expansion of domestic and overseas markets has achieved noticeable results. The Jiangsu market has grown against the trend and its market share has increased significantly, which is a good foundation for the expansion of the Company's engineering testing business in the Greater Bay Area. The overseas subsidiary, Eptisa, achieved a significant year-on-year increase in business undertakings, and its operating conditions improved greatly.

The research and industrial layout of carbon peak and neutrality targets has made a breakthrough. In response to the challenges and “bottlenecks” of low-carbon development of the industry, the major scientific and technological demonstration project regarding low-carbon technology research and application of comprehensive transportation hub, the Company carries out research on key technologies such as decarbonization path, carbon emission accounting and forecasting, multimodal transportation, low-carbon comprehensive hub construction and operation, builds a low-carbon development technology roadmap for the transportation industry, and proposes a complete set of green and low-carbon comprehensive transportation hub solutions for the whole life cycle. Our "Green-Traffic Cloud" platform has achieved phased results, its carbon peak and neutrality and data services have quickly covered 15 cities in two provinces. We have invested in the Green Distributor Network, led by the coordinated development strategy of "new energy transportation capacity digitalization + photovoltaic storage and charging energy digitalization", and are committed to building a green electricity special network for new energy city distribution logistics.

The platform has achieved significant results in entrepreneurship incubation and business industrialization. The Company established the Transport Digital Infrastructure (Lightweighting) Industry Research Center, and achieved a major breakthrough in the R&D and industrialization of bridge lightweighting monitoring complete sets of technology. Nanjing Ningtong Intelligent Transportation Technology Research Institute Co. Ltd. hatched and introduced 13 companies.

We firmly strengthen investment in scientific research and build a solid foundation for independent innovation capabilities. By optimizing and integrating the evaluation work, the "National Engineering Laboratory of New Road Materials" was successfully incorporated into the new sequence and transformed into the "National Engineering Research Center of

Advanced Road Materials" and the "State Key Laboratory of Safety, Durability and Healthy Operation of Long Span Bridges", and successfully passed the optimization and reorganization of the State Key Laboratory organized by the Ministry of Science and Technology.

Remarkable achievements have been made in the construction of the talent team. The Company introduced 1 academician of the Chinese Academy of Engineering, who was the first academician of Jiangsu transportation system. The Group’ s Postdoctoral Station was awarded the only "2022 Jiangsu Model Postdoctoral Research Station" in Jiangsu Transportation System.

The external review of the management system was highly recognized and won the honor of "Governor's Quality Award". The Company became the first enterprise to obtain AAA+ certification after adopting the new standard for upgraded grading certification in the survey and design industry, and became the only enterprise in the transportation field in Jiangsu to win the honorary "Governor Quality Award".

We adhere to the commitment to customers and firmly fulfill corporate social responsibility. In the consulting service of feasibility study on the G219 Jiqprin-Kanas highway construction project, the JSTI’ s local team crossed the uninhabited zone for 9 days and 8 nights and 78 kilometers, and finally completed the on-site survey work. We are always striving to ensure delivery and achieve our mission.

Looking forward to the future, in order to adapt to the current new development situation and development goals, we have issued a new mission and a new vision to lead the direction for JSTI and the all strivers.

Company Profile

JSTI GROUP (hereafter referred to as “JSTI” ) is an infrastructure comprehensive solution provider. We have always been committed in providing our customers with one-stop, professional and comprehensive solutions. The Company’ s business covers highways, municipal utilities, water transport, railways, urban rail transport, environment, aviation, water conservancy, construction, electricity etc., as well as investment and financing, project investment analysis, planning consultation service, survey and design, construction supervision, engineering testing, project management, operation and maintenance, asset management, new materials research and development and the other services of the whole industry chain.

JSTI was built in 1978, formerly known as Jiangsu Research Institute of Transportation Science Co. Over years, the Company has focused on technical research and development, adhered to independent innovation and achieved fruitful results. We had won the titles of "National High-tech Enterprise", "National Innovation-oriented Enterprise", "National Intellectual Property Demonstration Enterprise" and "National Foreign Intelligence Demonstration Unit". The Company has formed a platform group with two national-level scientific research platforms (National Engineering Research Center of Advanced Road Materials and State Key Laboratory of Safety, Durability and Healthy Operation of Long Span Bridges), supported by 39 provincial and ministerial-level platforms, and conducted various researches to meet the demands of the transportation industry. Carrying Out Research on Carbon Peak and Neutrality Monitoring and Assessment System

In 2022, the Company successfully applied for the Jiangsu Provincial Department of Transportation's transportation technology project - the construction of the Jiangsu Provincial Transportation Carbon Peak and Neutrality Monitoring and Assessment System, as well as the research on data accounting methods. The project aims to fully analyze the main characteristics and current levels of energy consumption and carbon emissions of transportation in Jiangsu Province. By combining relevant domestic and international research progress, historical statistical data related to transportation in the province, and cutting-edge technologies for carbon emissions monitoring in the transportation industry, the project aims to address the challenges and difficulties such as incomplete coverage and insufficient statistical data for carbon monitoring in the industry. The project will establish a sound carbon monitoring system for transportation in Jiangsu Province, develop supporting equipment for monitoring carbon emissions from operational vehicles, establish a comprehensive evaluation system for carbon peak and neutrality work in transportation, and carry out ecological product value accounting for the key areas of transportation carbon emissions. The project will produce industry carbon monitoring reports, carbon emission assessment methods, including several patents for methods and technologies. It will provide guidance for the development of the "carbon peak and neutrality" work in transportation in Jiangsu Province. The project was approved by the province to allocate funds of RMB 1.7 million and the total funding of the project was RMB 2.55 million.

Successfully Applied for the Provincial Special Fund for the Projects of Carbon Peaking and Carbon Neutrality Technology Innovation

In 2022, the Company applied for the Jiangsu Provincial Department of Science and Technology's Carbon Peaking and Carbon Neutrality Science and Technology Innovation Special Fund project, titled "Research and Application of Green Low-Carbon Technologies for Integrated Transport Hubs with Major Scientific and Technological Demonstrations". The project aims to support the province's goals of “Carbon Peaking and Carbon Neutrality” and build a world-class integrated hub for two-way development. Addressing the challenges and difficulties of the industry's unclear decarbonization path and incomplete carbon monitoring system, the project will strengthen technological breakthroughs in areas such as decarbonization path research, carbon emission monitoring, green travel, low-carbon logistics, zero-carbon hubs, and regional comprehensive demonstrations. The project will generate a set of critical carbon reduction technologies, methods, measures, and policy recommendations, implement a series of near-zero carbon transportation demonstration projects, to provide a complete set of solutions and model demonstrations for in-depth carbon reduction in the transportation sector. The project will be a landmark project in Jiangsu's modern demonstration area and build a new green and low-carbon development pattern for the province's transportation sector. The project was approved with a provincial allocation of RMB 30 million and a total funding of RMB 100 million.

Conducting research on low-carbon operation and carbon neutrality technology on highways

The Company is undertaking the research and development project for low-carbon operation and carbon neutrality technology on highways under the Jiangsu Provincial Department of Transportation Science and Technology Development Plan. The research focuses on the operation period of highways, identifies the main sources of carbon emissions on the basis of building a carbon emission lists, and sets the boundaries for carbon emissions and carbon sink accounting in highway operation, proposing methods for calculating carbon emissions and carbon sinks. The Company has put forward a carbon neutrality path for highway operation, which includes "carbon calculation, carbon reduction, carbon neutrality, carbon negativity, and carbon exchange", and corresponding key supporting technology development directions. We analyze the feasibility of carbon neutrality, a road network net carbon emissions calculation model is constructed for the operation period, and net carbon emissions curves under three scenarios are simulated: "baseline scenario" "green-oriented scenario" and "carbon neutrality scenario" for the Nanjing-Shanghai Expressway operation. Platform Construction

In the context of China's national carbon reduction policy, the Company has developed a "four-comprehensive" carbon monitoring system for the transportation sector, covering all aspects, processes, scales, and factors. Based on this, the Company has also developed the Green-Oriented Transportation Cloud Carbon Monitoring Platform, which allows for the calculation of total carbon emissions and intensity, analysis of energy consumption structure, trend analysis of carbon emissions over the years, and monitoring of key indicators in the transportation sector. The platform enables online data reporting, automatic auditing, indicator calculation, big data analysis, and visual display of results, greatly improving the efficiency of industry energy consumption surveys and statistical analysis, enhancing industry management effectiveness. The platform has undergone four iterations and upgrades, processing around 150,000 pieces of data each year, and has provided services for 20 energy consumption surveys conducted by the Jiangsu Provincial Department of Transportation, with around 530 participating enterprises annually. The survey covers 3,083 samples of operating passenger vehicles, 5,035 samples of operating trucks, 2,176 samples of operating ships, 822 samples of taxis, 43 port enterprises, and 25 urban public transportation enterprises.

Energy Consumption and Emissions Monitoring and Statistics Center Helps Green-Oriented Low-Carbon Transportation Supervision

Since 2011, the Company has been conducting research on the energy-saving and emission-reducing statistical monitoring system for transportation, and has established a dedicated team to provide industry energy consumption and emission data services to the Jiangsu Transportation Department. In 2015, the Jiangsu Transportation Department issued a document to establish the "Jiangsu Transportation Industry Energy Consumption and Emissions Monitoring and Statistics Center", which was built and operated by the subsidiary, JIANGSU ENERGY TECH DEVELOPMENT CO., LTD.. The center mainly is responsible for the technical research, promotion of energy consumption and emissions monitoring and statistics, collection and reporting of energy consumption and emissions, monitoring and statistics data, training and communication of energy consumption, emissions monitoring and statistics personnel. Up to date, the Company has conducted a total of 23 energy consumption surveys for 12 consecutive years, with an annual processing of statistical and online monitoring data exceeding 2 billion and a field verification conducted every three years to ensure the accuracy and authenticity of the survey data. The Company has held a total of 3 province-wide training sessions, 7 regional training sessions, and 22 city training sessions, with over 10,000 participants, and online coaching and Q&A exceeding 8,000 times each year.

The Operation of the Three Meetings

During the reporting period, the Company held 2 shareholders’

general meetings, 7 board of directors meetings, and 5 board of supervisory meetings.

The convening, holding and voting procedures of the three meetings are in accordance with legal requirements. The directors and supervisors actively participate in the meetings, exercise their legal rights, and fulfill their legal duties and obligations. Senior management attend the relevant meetings in strict accordance with relevant laws and regulations and the provisions of the Articles of Association.

Shareholders' General Meeting

The Company strictly abides by the provisions and requirements of the Shareholders’ General Meeting Rules of List Companies,the Articles of Association, and the Rules of Procedure for Shareholders' General Meetings to convene and hold shareholder meetings in a standardized manner. The Company treats all shareholders equally and provides conveniences for them to attend the meetings as much as possible, enabling them to fully exercise their shareholder rights. During the reporting period, the Company's shareholders’ general meetings were convened and held by the board of directors, presided over by the chairman, and witnessed by lawyers who issued legal opinions on site. All shareholders were able to fully exercise their right to speak at the meetings, ensuring that all shareholders, especially small and medium-sized ones, enjoy equal status and fully exercise their rights. The Company has conducted separate vote counting for small and medium-sized investors at each shareholders’ general meeting, fully respecting their interests and improving their participation in the Company's shareholder meeting resolutions.

The members of the board of directors perform their duties and obligations diligently in accordance with the Rules of Procedure for the Board of Supervisors, Policy for Independent Directors, and Self-Regulatory Guidelines for Listed Companies on the Shenzhen Stock Exchange No. 2 - Standardized Operation of Listed Companies on the Growth Enterprise Market when attending the board of directors, the special committee of the board of directors, and the shareholders' general meeting.

Board of Supervisory

The members of the board of supervisors shall conscientiously perform their duties in accordance with the requirements of the Company's Articles of Association, Rules of Procedure for Shareholders' General Meetings and other applicable regulations, supervise major matters, related-party transactions, financial conditions, as well as the legality and compliance of the duties performed by directors and senior executives, and safeguard the legitimate rights and interests of the Company and shareholders.

Introduction of Advanced Technology

The Company actively carries out international exchanges and cooperation, and has been awarded the title of "National Demonstration Unit for the Introduction of Intelligence" by the National Foreign Experts Bureau. The Company has introduced a full set of American SHRP, GTM and other testing equipment, involving asphalt mixture technologies such as SMA, Superpave, OGFC and improved AC. The Company boldly innovates and continuously improves advanced asphalt pavement comprehensive technologies from foreign countries, applies them to transportation businesses, which has achieved good social and economic benefits.

The Company has set the goal of improving road durability and introduced road regeneration technology in 2003. Based on this, the Company has carried out in-depth research and promoted engineering applications in various technical branches. The Company has basically solved the damage problems at the early stage such as water damage and ruts in the construction of highways, achieving the goal of "no major repair in five years". The demonstration project is the first to adopt the innovative management model of construction supervision, central laboratory, and technical services in Qinghai Province. It has also applied various environmentally-friendly and ecological new materials and technologies.

Gonghe to Yushu(combined)highway in Qinghai Province

The entire project is located in the permafrost area of the Qinghai-Tibet Plateau, with an average elevation of 4,400 meters. It is the first demonstration project of asphalt pavement technology used in high-altitude and cold regions.

Bridge Industrialization and Intelligent Construction Technology

The Company's research achievements in bridge technology mainly focus on the construction and monitoring of steel structure bridges and prefabricated assembled bridges. Regarding steel structure bridges, the Company has compiled and released the first batch of "Guidelines and General Atlas for the Promotion and Application of Steel Structure Bridges in Jiangsu Province",which is the first standardized achievement for the entire process of constructing medium-span steel bridges in China. In 2018, JSTI participated in the compilation of the first domestic "Grading Certification Requirements and Evaluation Criteria for Quality Management System of Engineering Survey and Design Industry Organizations" (RB/T 100-2018), which was based on the core of excellent performance evaluation standards. Customer Relationship Management

The Company continuously empowers customer relationship management with digital CRM management system, establishes a comprehensive customer knowledge base, systematizes and standardizes customer relationship management, and cooperates with customers for mutual assistance and common development.

For the new customers, the Company uses the analysis results of its own market analysis team on traditional and emerging markets as the basis to lay out target markets and target customers, to establish cooperation by means of brand promotion, brand activities and direct visits, etc., the Comany combines with pre-project development and tracking management to further strengthen long-term customer relationships. Customer Complaint Management System

Set up diversified customer complaint channels: The Company has set up six regional centers covering 31 provinces across the country to ensure that customer complaints are handled in a timely manner. We obtain customers' feedback or suggestions through visits and exchanges, SMS surveys, telephone surveys, the Company's 400 complaint phone number, faxes, etc.

Customer complaint management: The Company understands and collects customer complaint information and product service through CRM system, and the market center analyzes and confirms the causes of the problems within 24 hours in working days regarding customer feedback matters, and classifies and formulates improvement plans and solutions. Business departments complete improvement measures and make improvements within 3 working days, and the marketing center works with the operation center and regional center to verify the results, supervise the implementation of optimization programs in place and continuously follow up to ensure that customer complaints are resolved.

Customer satisfaction management target: In order to become the excellent model in the industry, we set up annual customer satisfaction management target, formulate supporting assessment mechanism and clarify satisfaction management system.

Customer satisfaction survey:Daily survey, third-party survey, SMS survey and telephone survey are conducted at different stages of all running projects of the Company, different survey templates are used for different business types and different levels of customers. JSTI always insists on establishing open and transparent cadre selection standards, formulating and issuing explicit appointment and elimination mechanisms, to promote the institutionalization and standardization of cadre appointment and improve the system of cadre selection, appointment and accountability.

The selection and appointment of managers is based on both performance and behavior of the managers, and we adopt "one vote" for culture and ethical compliance issues. The Company insists on using objective data to evaluate employee while fully considering multiple factors such as business type, market environment and task difficulty, prioritizes the selection of employees who consistently create incremental performance and eliminate cadres whose performance continues to decline. The strategy of rural revitalization is the foundation for high-quality social development. Promoting the Public Interest in Science

JSTI never forgets its social responsibility and actively participates in social welfare activities to contribute to the construction of a civilized society. The Company actively promotes the socialization, massization and regularization of science popularization work, and actively draws on the experience of domestic outstanding science popularization bases to set up science popularization education bases. According to the requirements of the medium and long-term development plan, the Company aims to improve its innovation ability and focus on sound mechanism, so as to promote more social public can walk into the science education base, contact science, experience science, enjoy science services and stimulate scientific interest.

In its daily operation and production activities, the Company strictly implements relevant laws and regulations on environmental protection, and manages all operation and production activities related to environmental protection in accordance with ISO14001 environmental management system and ISO9001 quality management system.

Environmental Impact Assessment

In the implementation of projects that have environmental impact on the public, the Company does its environmental impact assessment work prudently, issues objective and fair environmental impact assessment reports, to fulfill its responsibilities to society and the environment.

The beauty of the environment comes from the urban planner's understanding and concern for the city. The Company is committed to environmental protection construction, the development of circular economy, and the provision of technology to protect the environment.

The main business of the Company and its subsidiaries is the engineering consulting, which does not belong to the key emission units announced by the environmental protection department. There are no administrative penalties imposed on the Company and its subsidiaries for any environmental issues in 2022.

Blue Bay Restoration

In order to achieve a friendly coexistence between human beings and nature, the Company aims at ecological restoration in environmental engineering design, follows the concept of nature, respects the existing natural texture, and creates an ecological park with reasonable layout, perfect function and ecological value through natural ecological restoration and artificial intervention.

In November 2022, the subsidiary XIAMEN MUNICIPAL ENGINEERING DESIGN DIVISION CO.,LTD. undertook the design of the "Blue Bay" comprehensive improvement action project in Quanzhou City. The project was passed the completion and acceptance and entered into normal management and improvement work, will be officially opened to the public after completion and transfer. This project - Quanzhou Bay marine project is the central marine ecological protection and restoration project in 2020, and was included in the provincial key projects in 2021.

Environmental inspection and monitoring is an important tool to promote environmental protection. The Company has "Jiangsu Transportation Environmental Monitoring Center", which is one of the four provincial transportation environmental monitoring stations approved by the Ministry of Transport of the People's Republic of China, and also is the first batch of social environmental testing organizations approved by the Department of Ecology and Environment of Jiangsu Province and a member of Jiangsu Environmental Monitoring Association.

The Company's environmental testing laboratory covers an area of 1,000 ㎡. The laboratory is equipped with more than one hundred sets of instruments and equipment, such as international leading Gas chromatography-mass spectrometry, Atomic fluorescence spectrometer, Gas chromatography, Liquid chromatography, Atomic absorption spectrophotometer, Atomic fluorescence spectrometer, Ultraviolet spectrophotometer and emergency online monitoring vehicle. The laboratory has obtained the CMA certification, and the certification items have been expanded to about 400 items, involving about 700 different testing factors.

Ecological Natural Coastal Shoreline Ecological Coastal Protection Zone

The project is to increase the area of protective forests by constructing ecological seawalls, increase biodiversity, increase and improve the habitat of birds and marine organisms, and beautify the natural landscape of the bay area through the Spartina alterniflora rectification project and mangrove planting project.
